Abstract

The current era witnesses a significant growth in both the quantitative and qualitative aspects of higher education institutions worldwide, with millions of students pursuing higher education. Afghanistan has also made substantial progress in higher education over the past two decades; however, there remains a need for increased attention towards the qualitative development of education in the country. The Ministry of Higher Education of Afghanistan has implemented quality assurance and accreditation criteria, which are crucial for enhancing and ensuring the quality of education and educational services in higher education institutions. Nevertheless, several obstacles hinder the effective implementation of these criteria. This article provides a theoretical analysis of quality assurance criteria, identifies the barriers to their implementation, and proposes appropriate solutions to overcome these challenges. The research employs field research methods, including stakeholder interviews, questionnaire distribution among professors, employees, students, and an examination of reliable scientific articles and sources. The research findings demonstrate that the removal of obstacles to the implementation of quality assurance criteria is vital for the success of ongoing initiatives aimed at improving the quality of higher education in both public and private institutions. The study recommends the implementation of fair and reasonable monitoring criteria to ensure the effective application of quality assurance measures. Consequently, the process of quality improvement should be regarded as a sustainable, purposeful, planned, and strategic endeavor. Additionally, it is essential to involve all relevant stakeholders in the implementation of existing criteria. Alongside the quantitative expansion of higher education institutions in the country, concerted efforts must be made to enhance and elevate the quality of education offered by these institutions.
