This study employs an applied research approach, utilizing both library-based investigations and field methods to examine its research objectives. Initially, an extensive review of existing literature and documents was conducted, yielding the development of a comprehensive research conceptual model and research inquiries. Subsequently, the research questions were assessed through the distribution of questionnaires among a targeted population comprising universities and private institutions of higher education within Herat Province, Afghanistan. Employing predetermined sampling criteria, a random sample of 29 individuals was selected to participate in the questionnaire response phase. The literature review section of this research delves into the theoretical aspects concerning the relationship between knowledge management and human resource empowerment. It emphasizes the conceptual model of the research, which elucidates the undeniable association between these two variables. Employing quantitative analysis, the research findings indicate that 67.38% of knowledge management practices have been implemented within the research environment. While this percentage falls short of an optimal level, it remains noteworthy that these nascent organizations have achieved a substantial progress in establishing knowledge management, bolstering the components necessary for fostering competent individuals at an average rate of 72%.
